It depends. Most financial institutions, government agencies, and pension plans will neither release information nor allow the executor to access accounts without a probated Will and an original death certificate.

In some circumstances where there is very little money involved, the underlying organization may accept the combination of an original death certificate, a notarized copy of the Will (before it is probated), and identification proving the executor is who they say they are.
